There was a world wide disaster, magnetic storms and atmospheric inversions have been mentioned, two or three generations ago. Small groups survived because they had access to the right sort of protected facility, the right skill sets or good luck. The survivors still tend to be quite specialised groups trading on the advantages that allowed their founders to survive and in the most successful groups, the last of those who actually lived through the disaster as children or young adults are now dying of old age.

So far we have seen two groups who may just have encountered each other...
